The MCM was a very powerful tool for the programmers to test and set things in Goldeneye. Many of the functions unfortunately either were removed, or required a development console portion, which is no longer part of the code.

The first column tested Bond himself and his relation to the room, changing his view to check out the area and Bond. He was not hurt when in third person mode.

The programmers also gave themselves access to all of the important cheats, testing out the level, and opening all of the levels for play.
Unfortunately most of the worldly aspects have been removed, and it's up in the air as to what they did.

Show patrols would have been an interesting feature to leave in, perhaps leaving a trail on the floor. Another useful feature, would swirl around Bond to test the current spot as a start point.

They were sure to have information about the current room, as the game's room connections are the most important part.
The speed display shows the framerate, and some sort of speed readout on other aspects. The debug coord readout is also here.

There seem to be other now not working ram readouts, screen information, and size.

Appears to be a way to record demos, or something along those lines.

And finally, allowing changes in fog and sky colors to perfect the levels.

One final interesting note, is that the Master Control Menu was removed in the PAL version of Goldeneye. It could have been they were in the process of cleaning it up in the NTSC version at release.
